OMB strongly supports EPA's efforts to collect this data. It should prove extremely valuable in supporting future efforts to address SSOs and CSOs. OMB understands that there are significant limitations in the availability of data, and that as a result it is impossible to use standard statistical sampling techniques to ensure representative data on the number and volume of CSOs and SSOs. OMB agrees with EPA's proposed approach of pursuing all available state data and is encouraged by EPA's preliminary finding that there are 10-15 states with good data. However, OMB remains concerned about the representativeness of the available data, and about the apparent lack of data on the constitutents and concentrations of wet and dry weather SSOs and CSOs. OMB encourages EPA to seek as much data as possible and to identify possible sources of bias in the data in order to ensure that any national estimates that may be developed are as accurate as possible.
