Census should
take steps to improve the tracking of all responses to the CIR,
even those received by fax or obtained through telephone follow-up
operations. Annual response rates therefore, should reflect actual
data received for the collection year. Census should provide to OMB
by Fall 2004 an update of the matrix in Attachment E-3 reflecting
response rates for the` 2003 collection year. Also, Census should
carefully evaluate the utility of continuing collections for forms
that have less than a 70 percent response rate or an 80 percent
coverage rate. By the end of calendar year 2003, Census should
inform OMB of plans to improve response rates or discontinue
collections with poor response rates.

The Current Industrial Reports program
collects and publishes 10- digit North American Industry
Classifiation System (NAICS) basis product information on over
4,300 manufactured products. Survey results are available monthly,
quarterly, and annually. Govern- ment agencies use the data to
analyze specific commodities and industries. Approximately 36,000
manufacturing establishments report to the CIR program.
