This information
collection request is approved for three years. During this
approval period, and in consultation with OMB, EPA should evaluate
better methods for ensuring that the estimated capital
(non-labor)testing costs are identified separately from the
estimated burden-hourcosts presented in the ICR. Prior to seeking
comments on the proposed renewal, EPA should revise this ICR to
include these non-labor and testing costs, along with an
explanation of the method used to compile the information EPA
should specifically seek comment on this information during the PRA
comment period, and address any comments received in the ICR that
is submitted to OMB. Further, OMB understands that EPA will be
proposing revisions during this approval period that will update
the data requirements in 40 CFR part 158. When the Agency issues
any such proposals, it should specifically seek comment on the
estimated testing costs and burdens presented in the Economic
Analysis that it performs as part of the rulemakings. The Agency
should consider this information when it revises the ICR.

under Section 3 of the Federal Insecticide, Fungicide, and
Rodenticide Act (FIFRA).
