When a payor makes royalty payments on
behalf of a Federal lessee, the Federal Oil and Gas Royalty
Simplification and Fairness Act of 1996 requires that the lessee
designate the payor as its designee and notify MMS of this
arrangement in writing. MMS regulations require a payor to submit
written Tribal permission to recoup overpayments against a
different Tribal lease. The Federal Oil and Gas Royalty Management
Act of 1982 allows the Secretary of the Interior to pay rewards to
certain individuals who submit information that leads to the
collection of additional royalties.
On behalf of this Federal agency, I certify that
