This information
collection request is approved consistent with the following terms
of clearance: (1) HHS will ensure that incentive payments do not
exceed $20 per respondent (2) HHS will strongly encourage at least
one state to conduct an experiment comparing the effect on response
rates of paying a small portion of the incentive up-front with
payment of the entire amount upon completion of the interview -
where doing so would not compromise the states' ability to collect
reliable data (3) HHS will report to OMB on the results of its
effort to encourage states to participate in the experiment and on
the results of any such experiments. Also, HHS is reminded that
this clearance does not include state-sponsored data elements,
which may not subsequently be used for a federal purpose.

characteristics, barriers to employment, and service needs of the
TANF caseload.
