Approved. The
LAP is a revised version of the currently existing LPQ; the
approval of the LPQ is extended until the LAP is in use, at which
point the LAP will take the place of the LPQ. ED has informed OMB
that they will be seeking approval of the related LARS/799 form
soon, in order to have the process fully automated quickly. If the
timeline for the LARS/799 falls behind (it is currently scheduled
for an October 2002 deployment) ED shall inform OMB as soon as
possible and provide an updated timeline. Program requested an
emergency review of this package due to problems with advance
planning. While it is not in the interests of the program or the
public to delay the implementation of this LAP at this point, ED
should be factoring the full OMB review period into any project
requiring revisions to data collection instruments, and will not be
allowed to use an emergency clearance for similar circumstances in
the future.

The Lender's Application Process is
submitted by lenders who are eligible for reimbursement of interest
and special allowance, as well Federal Insured Student Loan (FISL)
claims payment, under the Federal Family Education Loan Program.
The information will be used by ED to update Lender Identification
Numbers (LID's) lenders names, addresses with 9 digit zip codes and
other pertinent information.
