On February 28, 2002, the Commission
release a Notice of Proposed Ruleamking and 1st Report and Order
(NPRM and 1st R&O) that extends the Commission's efforts to
proposed methods for streamlining and otherwise revising Part 25 of
the Commission's rules. We expect that the adoption of final rules
in this proceeding will encourage innovation, significantly reduce
administrative burdens on applicants and expedited the provision of
beneficial services to the public, including new services to rural
and unserved areas in the U.S.
