This survey is
approved as modified by the agency with the following exception:
the agency must conduct nonresponse followup telephone interviews
by conducting a random sample of all nonresponses rather than
focusing on the 20 jurisdictions with the lowest response rates. As
agreed, the results of this survey may only be the basis of or
influence policy development if the response rate of the survey is
80% or greater, or, if the response rate is less than 80%, the
nonresponse followup study shows no systematic differences between
respondents and nonrespondents. If the survey fails to meet these
conditions, any reporting of the results must include a disclosure
that the results cannot be interpreted as representing national
opinion and should not be used as the basis for decisions in the
public interest.
