The 1990 Farm Bill instructs the
Secretary of Agriculture to establish requirements for
recordkeeping by all certified applicators of Federal restricted
use pesticides. The records are needed to provide written reports
on Federal restricted use pesticides to Congress.
On behalf of this Federal agency, I certify that
