The collection of information is
necessary to provide a reasonable assurance of safety when
railroads propose to engage in certain specified merger,
consolidation, or acquisition of control transactions with another
railroad. FRA will use the information collected, notably the
required Safety Integration Plan (SIP), to maintain and promote a
safe rail environment by ensuring that affected railroads (Class Is
+ some Class IIs) address critical safety issues unique to the
amalgamation of large, complex railroad operations.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
