In 1999, the federal government funded a major effort toward increasing teacher quality through the State Grants Program and Teacher Recruitment Grants Program. Together, the programs allow states, institutions of higher education, and/or local education agencies to increase the quality of the teacher workforce through certification reform, recruitment efforts, alternative certification routes, and accountability measures. This evaluation looks at both programs to determine how federal funds were spent, what isues arose in implementing the programs, and the impact of the programs.
