This project is a process evaluation
consisting of a comparison of community-based organizations (CBOs)
proposals for HIV prevention program implementation and actual
program implementation as reported by the CBOs that CDC directly
funds to conduct local HIV prevention programs. The data will be
reported quarterly by the CBOs. The project seeks to determine
factors that help and factors that hinder CBOs in the efforts to
access target populations, deliver HIV prevention interventions,
and provide referrals to clients for other needed services. This
