Pre-award information is necessary to
assure that funds are utilized for programs that further the
purpose of the Foreign Assistance Act and that recipients have the
administrative and financial capability to manage the programs. The
administration (post-award) requirements are needed to assure the
programs are functioning adequately, that funds are managed
properly and that statutory and regulatory requirements are met.

commercial organizations and educational organizations
