Abstract: The information collected under FERC 521 is used by the Federal Energy Regulatory Commission to implement the statutory pro- visions of the Federal Power Act, Section 10(f). Section 10(f) directs the Commission to determine the benefits that have been received by downstream parties from the operation of storage reservoir(s) or other headwater improvement(s).
