12 CFR Part 31 and FFIEC 004 implement
statutes that require national bank insiders to report indebtedness
and national banks to disclose the indebtedness of executive
officers and principal shareholders to the bank or its
correspondent bank. National banks use this information as a tool
to detect and prevent insider abuse. Bank directors and management
use the information to avoid situations that could violate the law
