OMB is very
disappointed that ACF has been collecting this information from the
States without OMB approval. In the future, the ACF should take
great care to make sure that all collections of information
conducted or sponsored by the agency have received an OMB control
number as required by the Paperwork Reduction Act. ACF must list
this collection as a violation of the PRA in the Information
Collection Budget.

According to the Annual Reporting
requirements for SSBG, originally described in the Federal
Register, Volume 58, Number 218, on Monday, November 15 1993,
States are required to report their annual SSBG expenditures on a
standard post-expenditure report. Approval is being sought for a
revised version of this post-expenditure report form that will
eliminate confusion and reporting inconsistencies that have
resulted from the current form. Data collected are analyzed and
published in an annual report on SSBG expenditures and recipients
produced by the Office of Community Services.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
