This ICR is approved. EPA received one comment. Commenter suggested that if a facility operating under the certification detected operating parameter values outside of the established range, that it not be considered a violation, but rather serve to trigger a resumption of routine monitoring until the facility had reestablished that it was meeting all discharge limitations and certified to a revised range of operating parameters. EPA agreed to this change and will incorporate it in the final rule. Commenter also requested that the certification be based on one year of data rather than two years. EPA responded that one year may not be sufficient to establish an operating parameter range that reflects the full range of variability at the plant, especially considering the potential for a changing product mix over time. EPA also noted that it is in the facility's interest to base its certification on a braod enough range of operating parameters to fully capture any variability that is consistent with meeting the prescribed limitations. If the facility certifies based on too small a range, it risks detecting parameter values outside of the range and being triggered into a resumption of routine monitoring and eventual recertification. This would entail additional burden on both the facility and the permitting authority. EPA has thus determined to retain the two year basis for the certification. OMB agrees with EPA's decision.

The Environmental Protection Agency (EPA) has imposed minimum monitoring requirements on bleached papergrade kraft and soda (Subpart B) mills under 40 CFR Part 430 as part of the final Cluster Rules promulgated on April 15, 1998. These provisions require direct and indirect discharging Subpart B mills to monitor their effluent for certain pollutants, including chloro- form, at specified frequencies. EPA is now promulgating an amendment to the Cluster Rules to allow direct and indirect dis- charging Subpart B mills to demonstrate compliance with applicable chloroform limitations and standards under 40 CFR 430
