OMB, upon its next submission of this package, a detailed analysis
of the DV program's effectiveness. This analysis should include:
(1) a detailed discussion of how the DV program was implemented;
(2) states' comments and concerns; (3) the costs and benefits of
the DV program; (4) a discussion of alternatives to the DV program;
and (5) proposals for revisions, if necessary.

This program would require States to
implement and operate a system for ascertaining the validity
(adherence to Federal reporting requirements) of specified
unemployment insurance data they submit to the Employment and
Training Administration on certain reports they are required to
submit monthly or quarterly. Some of these data are used to assess
performance or determine States grants for UI
administration.
