collection associated with the NPRM for VA Acquisition Regulations
are not approved at this time. VA is reviewing public comment in
response to this NPRM. The preamble to the final rule will address
how the agency has addressed comments related to minimizing the
burden of this collection while maximizing its utility.

The Buy American Act requires the use
of only domestic construction materials. Should an offeror wish to
submit an offer that includes foreign materials, the offeror must
list the materials and the cost of the materials. The information
is needed to allow VA to make a determination on whether or not to
accept a bid that includes foreign material.
On behalf of this Federal agency, I certify that
