Abstract: The Buy American Act requires the use of only domestic construction materials. Should an offeror wish to submit an offer that includes foreign materials, the offeror must list the materials and the cost of the materials. The information is needed to allow VA to make a determination on whether or not to accept a bid that includes foreign material.
