DOL will provide
OMB with a report on the RJM implementation upon resubmission of
this package. The report will discuss the benefits and costs of
implementation, procedural and/or data collection revisions that
needed to be made, how the system can be improved, and states'
response to the RJM. Any revisions made to the RJM package must be
submitted to OMB for review and approval. DOL will submit to OMB
any guidance that will be sent to states regarding the RJM. OMB
emphasizes that no materials pertaining to this information
collection can be used without OMB clearance.

This program would replace the current
methodologies for budget formulation and grant allocation to the
states for the unemployment insurance (UI) program.
