In accordance
with 5 CFR 1320, the information collection is approved for three
years. However, the agency should develop alternative methods for
the collection of information that do not require visits to county
offices. In addition to electronic alternatives, USDA should
consider providing respondents with instructions and allowing them
to mail in their forms.

The payment of compensation is
necessary in order to reduce the economic impact of the Karnal Bunt
regulations on affected wheat growers and other individuals, and to
help obtain cooperation from affected individuals in Karnal Bunt
eradication efforts. The rule will make compensation appropriate
for circumstances in the 1999-2000 crop season and subsequent
seasons.
