modifies the existing approval for the regulation on required
initial assessemnts. The information collection requirements in the
regulation were approved at the proposed rule stage but HUD has
modified them for purposes of this final regulation.

Public Housing Agencies (PHAs) when
converting a development to tenant-based assistance must conduct
and submit to HUD an initial assessment for the development no
later than October 1, 2001. PHAs must also certify that is has
reviewed each development's operation as public housing and
considered the implications of converting the public housing to
tenant-based assistance. The PHAs must maintain documentation of
the reasoning with respect to each required initial
assessment.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
