following term of clearance: -- ED will not use the "reserve
sample" of schools (except to replace "collision schools" that are
being used for other ED studies running concurrently, prior to
contacting the schools) in order to replace schools that have
refused participation prior to hitting the "trigger" of a 15%
refusal rate. Prior to using this reserve sample, ED will contact
OMB to discuss the problems encountered in gaining an adequate
response with the original sample.

This National Study of Title I Schools
will be the main source of nationally-representative school-level
information on the implementation of Title I provisions and
standards-based reform generally, over a three-year period from the
2001-02 through 2003-04 school years. The study will examine and
describe how Title I schools are using standard-based reforms to
assist in improving learning, with a particular focus on
implementation of provisions in the Title I program that are
designed to support such improvements. The study will also examine
more specifically the quality of instruction and instructional
support in Title I..
