The Marine Mammal Protection Act and
other legislation prohibits certain actions affecting marine
mammals unless permits have been issued. Permits can be obtained
for certain scientific research, for public display of animals, for
enhancing the survival or recovery of the stock and for certain
other limited purposes. NOAA must obtain information via permit
applications to determine whether the proposed activity fits within
the law and that the action is in the best interest of the
protected species and the public. Persons or entities issued
permits are subject to specified reporting requirements. NOAA is
