approved for three years. As soon as practicable, EPA should review
its estimates of non-labor costs of the ICR and submit a change
worksheet to make any needed corrections.

This information collection involves
the periodic reporting and recordingkeeping by manufacturers
participating in the voluntary emissions standards program
applicable to manufacturers of ligh- duty vehicles and light-duty
trucks beginning in model year 1997. Manufacturers would submit
information regarding the annual sales, calculation, generation,
and usage of emission crdeit in an annual report. In addition, upon
transferring credits to another manufacturer, the manufacturer
would submit this infor- mation along with their annual
report.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
