results of this study based upon data from the 3 larger strata. Due
to the small sample size, no conclusions will be drawn or reported
from analysis of the 7 smaller substrata.

The submission seeks approval of a
survey to be used in an evaluation of the effectiveness of Learn
and Serve America grants in promoting the institutionalization of
service-learning in grantee institutions. The survey will be
administered to a sample of 470 schools, colleges, and
community-based organizations that received Learn and Serve America
grants beginning in 1994-95. Findings from the study will help the
Corporation to develop more effective strategies for supporting
institutionalization of service-learning through its planning,
grantmaking and technical assistance activities.
On behalf of this Federal agency, I certify that
