This ICR is
approved pursuant to 5 CFR 1320. When EPA resubmits this ICR for
renewal, it must evaluate, after consulting with respondents, the
burden estimates for reporting and recordkeeping requirements. In
its resubmission, EPA should list the names, phone numbers, and
affiliations of the respondents it contacted. OMB understands that
EPA is evaluating its definition of "federally permitted releases"
for certain air emissions, which may or may not affect the burden
associated with this ICR. If and when any changes are made to this
definition, EPA must promptly make any necessary adjustments to
this ICR.

Federal law requires the person in
charge of a facility or vessel to immediately notify the Federal
government of a release of a reportable quantity or more of a
hazardous substances into the environment and of an oil spill into
US navigable waters if the spill causes a sheen or violates
applicable water quality standards. The reporting of hazardous
substance releases and oil spills allows the Federal government to
determine whether a response action is required to protect public
