As required by the IRS Restructing and
Reform Act of 1998, the IRS will be reporting to Congress annually
on its progress in eliminating barriers to e-filing. The purpose of
these focus groups and telephone surveys is to collect information
on the barriers or drivers that have been identified as reasons for
not filing electronically which include: hard to use/complex
presence of third parties, accuracy gap, privacy/security gap, lack
of knowledge, lack of access, costs and the perception that IRS
e-file is not a better product. The focus groups and surveys would
also provide the IRS with information to be used in market
