Need to collect information based on
42 U.S.C. 14072(b) (Lychner Act) establishing National Sex Offender
Registry (NSOR) database by FBI. Respondents are one government
agency per state. States are required to submit sex offender
registration data according to U.S.C. 14071 or lose 10 percent of
their Byrne grant funding. NSOR data used by criminal justice
agencies for law enforcement community notification
