This ICR is
approved persuant to 5 CFR 1320. The RCRA Subtitle C Site
Identification Form was previously submitted as part of an ICR
renewal package for the Hazardous Waste (Biennial) Report
collection (OMB No. 2050-0024). As such, it was published for
public comment in the Federal Register with that package and
described in the supporting statement for the Biennial Report. EPA
plans to submit a separate supporting statement that focuses on the
Site Identification Form, within the next three months. When EPA
submits this ICR for renewal, the Agency must evaluate, after
consulting with respondents, the burden estimates for this
collection. EPA should consider the availability of data, the
frequency of collection, the clarity of instructions, and reporting
format.

Basic information about a site
generating or treating, storing and or disposing of hazardous waste
was collected on three different forms, each with its own
instructions and definitions. This sometimes gave regulators
conflicting information about the same site and was burdensome for
the regulated community. These three forms are the: Hazardous Waste
(Biennial) Report Informa- tion and Certification form, the
Notification of Regulalted Waste Activity form, and the RCRA Part A
Permit Application form.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
these provisions, identify the item by leaving the box unchecked
and explain the reason in the Supporting Statement.
