have related to the information collection aspects of the proposed
rule. In addition, OMB questions whether the proposed requirement
to maintain daily records of production inputs and outputs may be
unduly burdensome. EPA should re-examine the practical utility and
burden associated with these proposed requirements as it develops
the final rule. EPA should resubmit this collection to OMB at the
time of the final rule, including with the submission any comments
received on the proposed rule relating to the information
collection and EPA's response to those comments and to the issue
identified above.

Respondents are owners and opeators of
facilities in the rubber the manufacturing source category.
Respondents would submit notification and information indicating
the performance of pro- duct substitution and/or reformulation, as
well as add-on control devices. This information is needed to
ensure compliance with the rule.
