choose to apply for an extension of this information collection,
the Agency must submit a report containing detailed information on
the following: (1) the response rate achieved; (2) the Agency's use
of the information to date, and any programmatic changes made that
resulted from the information gained through this information
collection; (3) and an evaluation of the appropriate database to
use as a comparison for the information collected. (This discussion
should explicitly re-explore the option of using Commerce data on
minority business ownership by business category as an alternative
to the population data currently used.)

Firms which are awarded Agency
contracts will be requested to complete and return a clause
entitled Business Ownership Representation. In completing this
clause, awardees check one of 6 boxes to indicate the ethic
ownership of their firm. EPA will use this information to identify
under-representation of ethnic and/or racial groups in the receipt
of Agency contracts and to indicate areas where outreach and
training to the business community may be helpful in expanding the
participation in EPA's competitive contracting process.
