Abstract: RSA training grants provide stipends to "RSA Scholars" in order to train skilled rehabilitation personnel. Grantees are required to "track" scholars relative to the "payback" provision in the Rehab. Act. Data collection is reported annually to RSA in order to monitor performance and report progress to Congress.
