The regulations are being amended to
require that artificially dwarfed plants that are imported into the
United States must be accompanied by a phytosanitary certificate
issued by the government of the country of origin. This certificate
must contain declarations that certain conditions have been applied
in the country of origin to protect against the infestation of the
plants b plant pests. This action is necessary to protect against
the introduction of longhorned beetles and other dangerous pests
into the United States.
On behalf of this Federal agency, I certify that

1320.8(b)(3).
