collection provisions associated with the NPRM for contractor
responsibility are not approved at this time. The FAR Council is
examining public comment in response to this NPRM. The preamble to
the final rule will describe how the agency has addressed comments
related to minimizing the burden of this collection while
maximizing its practical utility.

The soliciation certification requires
offerors for a requirement in excess of $100,000 to certify whether
the firm or its principals were currently suspended, debarred,
proposed for debarment, indicted, or within 3 years of the offer
had been convicted or terminated for default. In addition, the
