Clarification that study cannot determine causal effects of the
models, but only correlational effects. 2) Burden calculations will
account for parent participation. 3) ED will report on the schools
that were randomly selected for participation in the study but did
not participate, and give a breakdown of reasons for
nonparticipation. Additionally, OMB approval on this package should
not be considered as precedent for conducting other studies using
this methodology. OMB policy favors the limited use of case studies
only to supplement or inform studies using an experimental design
ED shall provide a report to OMB of the study findings and the use
of this particular case study approach.

This study is being conducted as part
of the national evaluation of the Comprehensive School Reform
Demonstration Program. The study will examine the link among three
components--school reform processes, instruction and other
educational activities, and student achievement.
On behalf of this Federal agency, I certify that
