Section 361 of the Public Health
Service Act authorizes the Secretary of Health and Human Services
to make and enforce regulations necessary to prevent the
introduction, transmission, or spread of communicable diseases from
foreign countries into the U.S., or from on State or possession
into any other State or possession. Regulations pertaining to
interstate control of communicable diseases currently administered
by FDA are being transferred to CDC. This transfer of
responsibility will assure domestic protection against the spread
of communicable diseases via Interstate travel. The proposed
