OMB is very
disappointed that the implementation of a new report system was not
accomplished in PY 2000 as expected. OMB expects that DOL will
implement the new Program Reporting System no later than July 1,
2001 as is currently planned, and the terms of clearance from
07/01/99 continue to apply. In the new system, DOL will complete
the transition from the DOT to the O*Net (if it is operational),
transition from SIC to the NAICS format, and implement the new SOC.
However, this collection is approved under the condition that the
new categories for race and ethnicity be implemented immediately.
Again, all of the other changes should occur simultaneously so that
burden to respondents can be minimized. Because OMB expects that
the new system will be up and running by 07/01/2001, this
collection is only approved through 06/30/2001.

The Employment Service Program
Reporting System will provide data on State public employment
service agency program activity and expenditures for use at the
Federal level by the U.S. Employment Service and the Veterans'
Employment and Training Service in program administration and to
provide reports to the Congress, state and local elected officials,
and the general public.
