OMB believes
that it is worthwhile to conduct this study of the SEA Program,
including an inventory of service data from states, a comparative
analysis of state programs, a demographic profile of participants,
and a benefit-cost analysis that seeks to measure the effects of
program participation and determine the net value of those effects.
However, because of the limitations of the data that will be
gathered (particularly the lack of ability to detect and measure
some of the programs smaller effects, and the lack of sufficient
data on the programs costs to participants), OMB remains interested
in how the data will be reported. Therefore, as agreed in our
8/18/00 phone call with ETA, we look forward to participating with
ETA in the draft briefing conducted by DTI upon completion of the
study. Approval is conditional on revisions to the survey agreed to
by ETA in the 8/18 call. ETA will provide ranges for all income
questions.

The information collected is necessary
to perform the benefit-cost analysis of the Self-Employment
Assistance Program. Former participants of the Self-Employment
Assistance Program will be contacted through a phone survey to
ascertain the benefits of the SEA program.
