8/4/2000 phone conversation with Gale Gibson, ETA will obtain from
each state the definition of urban and rural being applied in the
completion of the Equitable Distribution Report. ETA will utilize
this information to develop definitions of these terms that are
both consistent and meaningful. Additionally, ETA violated the PRA
by continuing to collect information under this number throughout
the entire time that approval had expired. Should there be
legislative changes to the program, ETA must expeditiously submit
for review any proposed changes to this information collection
package.

The SCSEP provides part-time
employment in community service activities for low-income seniors
who are age 55 or more. Currently over 60,000 people are enrolled
in the program and during the course of a year 100,000 people will
be enrolled. The program is operated by State governments and 10
national non-profit organizations.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
