Number data element on form 2014 is restricted to Indian lands and
offshore leases under well-based royalty relief . Any expansion of
the use of this data element is subject to ap proval of a new
information collection request with full public n otice and
comment. By October 2002, MMS will either (a) revise this
information coll ection package to allow for net adjustment
reporting, or (b) prov ide a report to OIRA explaining their
progress on this issue alon g with a schedule for implementing this
revision.

MMS is responsible for the royalty
managmeent functions assigned to the Secretary, and we are
developing a financial accounting system which includes royalty and
production reporting as a part of an overall effort to imporve
management of the nation's resources. This new system will be
effective October 1, 2001, and will replace both the Accounting and
Financial System and the Production Accounting and Auditing System.
MMS proposes to use a revised Form MMS-2014 for gathering sales and
royalty remittance data from industry.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
