The 2000 SPD is a household-based
survey designed as an omnibus data collection vehicle that can
provide the basis for an overall evaluation of how well welfare
reforms are achieving the aim of the Administration and the
Congress and meeting the needs of the American people. The 2000 SPD
measures features of the welfare program, both programs being
reformed and those that remain unchanged. Also measured are other
important social, economic, demographic, and family changes that
reflect the effectiveness of the welfare reforms.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
