Abstract: PHAs are responsible for contract administration during project development and the hiring or architects or other persons licensed under the State law to assist and to advise them. Contract administration includes the submission of Form HUD-5378 to PHAs by the architects or other licensed persons so the PHA can monitor the status of construction.
