This ICR is
approved. OMB agrees that it would be useful for EPA to receive the
information being generated through application of the
Activity-Based Worklaod Model under the auspices of the Association
of State Water Pollution Control Administrators (ASWPCA) and the
Environmental Council of the States (ECOS). However, OMB has
concerns about the quality of the data being generated. In
particular, OMB is concerned that providing default values for the
hundreds of parameters on which data is being requested may tend to
bias the results. EPA should carefully consider the data quality in
any future use that it may wish to make of it.

EPA, in partnership with States, is
conducting the State Water Quality Management Gap Analysis (Gap
Analysis) to help enumerate current and future funding needs and to
help identify innovative strategies for reducing resource gaps. The
Gap Analysis involves developing a detailed, activity-based
workload model to provide a common framework for States and EPA to
estimate the resource needs necessary to assess specific water
quality concerns. In order to complete the model, EPA's Officer of
Wastewater Manage- ment (OWM) needs to gather data from State Water
Quality Manage- Programs on the resources needed by each State
