As required by Section 106 of the
Rehabilitation Act, as amended, these final regulations put forward
a mechanism to determine acceptable performance by State vocational
rehabilitation (VR) agencies. Already each State VC agency annually
submits a report (the 911 Form) consisting of data from client case
records. This data includes personal characteristics, descriptions
of services received, and economic outcomes for clients whose cases
have been closed. This data are to be applied in aggregate
according to prescribed formulae, that yield results that serve as
indicators to determine acceptable...
