The New England Fishery Management
Council is submitting the Atlantic Herring FMP. This submission
requests the clearance of revisions to the Northeast Region's
permit family of forms. The four new collection-of-information
requirements resulting from the implementation of the FMP include:
(1) vessel permits, (2) operator permits, (3) dealer permits, and
(4) processor permits. Many people involved in this fishery already
have the necessary permits; this submission encompasses the 40 or
50 entities who do not.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).

the proposed collection of information, that the certification
