The Independent Offices Appropriation
Act of 1952 (IOAA) (31 U.S.C.) authorizes the Commission to

in an amount equal to all of the costs incurred by the Commission
in that fiscal year." (42 U.S.C. 7178) Commission staff use
financial data submitted by regulated entities to obtain adjusted
sales of resale and adjusted coordination of sales to compute
annual charges.
