In the First Order on Reconsideration
in IB Docket No. 96-111, the Commission adopts procedures for
non-U.S., in-orbit satellites to request authority to provide space
station capacity to U.S.-licensed earth stations under part 25 of
the Commission's rules. In addition, the rulemaking adopts
procedures which permit a U.S.-licensed earth station to access a
non-U.S.-licensed space station, provided that space station has
been approved to provide services to the U.S., without further
regulatory approval.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
