The MMS uses the information to
determine whether the Department of the Interior or the Department
of Transportation has regulatory responsibility for pipelines that
are installed, operated, and maintained in a way to ensure the
safety of personnel, protect the environment, and prevent waste. We
will use the information to determine the demarcation point where
pipelines are subject to MMS regulatory responsibility. Respondents
are outer continental shelf Federal oil and gas lease designated
operators and transportation pipeline operators.
