The 1997 Economic Census of the
Outlying Areas, conducted under the authority of Title 13 U.S.C.,
is the primary source of dependable facts about the structure and
functioning of the out- lying areas' economies. The census provides
the only source of data at a geographic level equivalent to U.S.
counties. Economic census statistics provide benchmarks for indexes
of industrial production, business activities, and sales. Census
data provide a framework for estimating the areas gross product and
provide essential information for government, business, and the
general public.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
